Debug level 0 disables php echo

I'm trying to echo some javascript and I noticed that setting debuglevel = 0 in atkconf.inc disables all echo's (that work with debug level = 2)

I can't seem to find where it's being deactivated, I wan't to turn that feature off.
Any hint would be appreciated :P
